Over one winter evening, we sit in the lobby with nurses, EMTs, and housekeepers as they face the possibility of losing their night-shift doctor and staff. A community forum turns into something harder and more honest: a reckoning with what “virtual care” really means when the roads ice over and the ambulance is 50 minutes out.

This episode stays small in scale: one town, one hospital, one night. Underneath it, the larger fracture between Empire’s efficiency and the Union’s obligation to show up in person becomes a little harder to ignore.

Most of the episode unfolds around a failing co-op well on the edge of town. A private company is circling with a contract that promises “stability” and “predictable rates” in exchange for permanent control of the water under a low-income trailer park. Thomas gets pulled into a salvage job that looks small from the outside: an old pump, some borrowed tools, a ditch in the cold. What’s really at stake is whether a rural, mostly conservative town quietly signs away its independence because it’s tired and scared.

Along the way, we meet Ruth, the hardware-store owner who carries institutional memory in her bones, and Cal, who’s just trying to make sure his neighbors can fill a kettle without going into debt. There’s also the “quiet man” in the ditches, who says little and does the work. Empire is present in contracts, in budget choices, and in the background hum of federal gunfire on the diner TV, not in speeches.

The mythic layer is there but restrained. Oregon’s hero, the Beaver State Reclaimer, shows up mostly as a rumor and a way of talking about what it means to hold the record in public. Columbia is watching, but the real weight of the story falls on the people who fix what’s in front of them and refuse to pretend that privatization is fate.

This episode includes references to water insecurity, rural homelessness, and recent ICE shootings in Minneapolis and Portland as part of the news landscape Thomas walks through. No graphic detail, but the violence is named.

At Basecamp, the town’s shelter, he encounters a different register: staff who refuse to reduce human beings to “trash,” even under pressure from policy, budgets, and public fear.

Across the episode, Columbia traces how Empire shows up in ordinary speech, how solidarity survives in small acts, and how a man carrying guilt for Ramona has to decide whether familiarity is the same thing as safety.

Thomas leaves Yreka with sore feet, new boots, and a quietly growing sense that the Union of ordinary people is wider than any state line, and more fragile than any slogan.
