And this tension between “more” and “customized” will reshape how we communicate, campaign, and connect.</p><p>Hi, are you new to Anchor Change? I’m Katie Harbath. Most people listen for the numbers. I listen for where product and policy are heading. And today’s piece is a good example of the kinds of work I share in my newsletter every week. Subscribe today to get this kind of analysis right in your inbox.</p><p>After listening to Salesforce’s Mark Benioff talk about the future of customer service and Google’s Sundar Pichai mention how browsing will change, here are six things that stood out to me—and what they mean for anyone navigating tech, politics, or the messy space between.</p><p><strong>1. Moving From Pages You Browse to Agents You Brief</strong></p><p>Salesforce calls it “the end of the do-not-reply era.” Google is reimagining search and Chrome as agentic interfaces. By next year, your customer won’t scroll through your website—they’ll ask a question, and an AI will answer on your behalf.</p><p><strong>What that means for you:</strong> If your content isn’t structured for agents—clear product data, authenticated actions, safety guardrails—you’re invisible in that conversation. Start designing for a “briefed” world now.</p><p><strong>2. The Democratization of Software Development</strong></p><p>Nearly every company referenced how AI collapses the barrier between “having an idea” and “shipping something.” Andreessen Horowitz <a target="_blank" href="https://a16z.substack.com/p/the-future-of-the-web-is-the-history">drew parallels</a> to early YouTube: suddenly, anyone could create and distribute content without a studio. Now, anyone can build software without hiring developers.</p><p><strong>The catch:</strong> When everyone can create at scale, advantage shifts to orchestration—how seamlessly you connect identity, data, channels, and fulfillment. The magic isn’t in making things; it’s in making things work together reliably.</p><p><strong>3. Scale AND Personalization (Not Scale OR Personalization)</strong></p><p>After listening to these calls, this is the juxtaposition that intrigues me most. AI is enabling companies to reach a wider audience while simultaneously tailoring every interaction.</p><p>* <strong>YouTube/Google</strong> is helping creators make episodic content shoppable—shortening the journey from “I’m interested” to “I bought it.”</p><p>* <strong>Meta</strong> is optimizing ad delivery end-to-end, so advertisers just state their objective and the AI handles the rest.</p><p>* <strong>Netflix’s K-pop demon hunters</strong> became a surprise hit, showing studios need to move faster on merchandising cultural moments.</p><p><strong>For campaigns and advocacy:</strong> 2026 and 2028 will be the first elections where agentic stacks let you contact, persuade, and service constituents at unprecedented scale—but in messages that feel like they were written for each person. The transparency challenge here is huge.</p><p><strong>4. The Human Layer Isn’t Going Away—It’s Expanding</strong></p><p>While it’s popular to say that ”AI replaces people,” leaders kept describing AI as expanding what humans can handle:</p><p>* <strong>Salesforce and Meta</strong> both argued you can finally answer every customer service inquiry—which means hiring more humans alongside automation, not fewer.</p><p>* <strong>Sales changes too:</strong> AI lets your team pitch to more prospects and close faster. Same humans, exponentially more reach.</p><p><strong>The advantage isn’t zero-human; it’s right-human.</strong> To me, this means you put your best people where judgment, nuance, and relationships truly matter. Use agents to amplify their impact.</p><p><strong>5. Three Infrastructure Realities Shaping Strategy</strong></p><p>Across every call and launch, no one could escape these these three elements that are impacting their next steps:</p><p>* <strong>No One Has Enough Compute. </strong>Capacity planning is now a C-suite conversation. Every roadmap is gated by compute availability.</p><p>* <strong>Energy Is Policy. </strong>OpenAI’s framing was direct: building AI infrastructure requires a surge in skilled trades and electricity. “Unlocking electrons” is both an economic opportunity and a bottleneck—one that regulators will shape.</p><p>* <strong>DC Proximity Is Now an Advantage. </strong>The industry that once prized distance from Washington is planting offices there. NVIDIA staged events in DC. Anthropic is opening an office. Policy fluency isn’t optional anymore.</p><p><strong>Your move:</strong> Lock long-lead capacity early. Build relationships with policymakers before you need them. Align your safety and transparency practices with where regulation is heading, not where it is today.</p><p><strong>6. Platform Competition: The Creator Scramble Is Back</strong></p><p>* <strong>Substack</strong> is scaling fast, which means more content and harder discovery—echoing the early-2010s battle for creator loyalty that Facebook, Twitter and YouTube went through.</p><p>* <strong>Meta</strong> frames a “third era” of social: friends (Era 1), creators (Era 2), and now a third era where AI-remixes change what gets made and how it spreads.</p><p>* <strong>Google</strong> is pushing analytics and monetization tools to keep creators inside YouTube’s ecosystem.</p><p><strong>What’s happening:</strong> Platforms are competing for catalogs, not just users. More content means more moderation complexity. Global scale will stress those choices in ways we haven’t seen yet.</p><p><strong>What This Means for Leaders in 2026</strong></p><p>* <strong>Design for agents, not just browsers.</strong> Your information architecture needs to answer questions, not just display pages.</p><p>* <strong>Personalization is becoming table stakes.</strong> People will expect customized experiences. On the flip side, you’ll need radical transparency about what you’re saying to whom and how you’ll be held accountable.</p><p>* <strong>Invest where trust is created.</strong> The competitive edge isn’t automation—it’s knowing where to put your humans so they create relationships that matter.</p><p>* <strong>Policy and capacity are product decisions now.</strong> You can’t build a roadmap without thinking about compute, energy, and regulatory alignment.</p><p><strong>The Bigger Question</strong></p><p>We’re very close to witnessing a fundamental shift in how we interact with browsers, brands, and one another. Personalization at this level will change how we present information, the companies we work with to deliver it, and the necessary level of transparency about what we’re doing.</p><p>The companies getting this right won’t be the ones who scale fastest or personalize best—they’ll be the ones who figure out how to do both while earning trust along the way.</p><p>What trend catches your eye the most and why? I decided to release an episode today because I figured people would want something to listen to while prepping the turkey or driving to see family and friends.</p><p>I also know that Thanksgiving and the holidays can be a time when tough conversations arise, especially after an election. That’s why I wanted to talk to <a target="_blank" href="https://brewercollinsleadership.com/">Lori Brewer Collins</a>.</p><p>Lori is an executive coach. She and I met after the 2016 election when she created a program called <a target="_blank" href="https://www.cultivatethekarass.org/">Cultivate the Karass</a> to help people across the political spectrum develop relationships with people on the other side of the aisle. I knew Lori’s son Jake before he died in 2015, and the idea for this came from a post-it note he had on his computer in the White House.</p><p>Lori is a master at creating spaces for people to feel heard. In this conversation, she discusses her work in leadership development and the importance of fostering connections across ideological divides. She emphasizes the significance of building trust, creating safe spaces for dialogue, and the art of deep listening. The discussion also highlights the role of vulnerability, curiosity, and inquiry in facilitating meaningful conversations and understanding among diverse groups. </p><p>We explore the complexities of facilitating difficult conversations, particularly around race and political differences. I’m giving myself and others the space to process everything. </p><p>But, I still wanted to do a podcast. I have this deep fear that if I don’t stick to a schedule, I’ll fall off the wagon of creating content. It's probably not true, but I like to keep doing things to move forward. Since I had no idea where we would be as a country today, I decided to conduct an experiment I’ve wanted to do for a while for this week’s podcast.</p><p>Back in October, <a target="_blank" href="https://www.wired.com/story/ai-podcast-google-notebooklm/">Google’s Notebook LLM tool, which uses AI to generate podcasts, went viral</a> because of its quality. What these all have in common is the theme that our information environment <a target="_blank" href="https://www.pewresearch.org/short-reads/2024/10/16/republicans-young-adults-now-nearly-as-likely-to-trust-info-from-social-media-as-from-national-news-outlets">is more fractured than ever before</a>, and influencers/creators across numerous platforms have proven their power to reach voters. I won’t be shocked if, for the 2028 cycle, we have a candidate announce for president on a podcast (DeSantis did <a target="_blank" href="https://www.nytimes.com/2023/05/24/us/politics/ron-desantis-campaign-announcement-twitter.html">technically announce on Twitter spaces</a>, but that’s different.)</p><p>Ben Thompson makes this point in his <a target="_blank" href="https://stratechery.com/2024/trump-on-rogan-the-voters-decide-the-podcast-election/">excellent column</a> from Monday, “I think, though, that the ability to hold one’s own on a podcast is, in the long run, going to be a greater selection effect for President than people might expect.”</p><p>The <a target="_blank" href="https://anchorchange.substack.com/p/the-future-of-our-information-environment">ground is shifting beneath our feet</a> and will continue to do so as we increasingly use artificial intelligence to help us create and curate the information we consume.</p><p>I will have much more to say on this as I try to figure out how to recap these last two years. Since January 2020, I’ve been talking about this historic year of elections around the globe, and it is almost over. The amount we’ve all gone through during this time is massive—and it’s only accelerating.</p><p>Anchor Change with Katie Harbath is a reader-supported publication. To receive new posts and support my work, consider becoming a free or paid subscriber.</p><p>With only a week left until Election Day, I wanted to share five things to remember as we enter this new phase.</p><p>* <strong>The information environment is shifting, which presents an excellent opportunity to shape this new reality. </strong>I’ve talked to a few folks wondering if their work since 2016 has been for naught because of the amount of disinformation online. It most certainly has not, but this work will need to change. I’m excited about digging into this new ecosystem and how we can mold how it evolves. What strikes me in re-reading Chris’ article 20 years later is that we can predict where things will go; it just takes us a long time for the technology and people to adapt, to accept the new reality, and to grieve the loss of the old one. Where we are today will not be where we will be in four years, as AI will do much more to curate the information we consume. We know this will happen, just not exactly how. That presents a lot of opportunity to start helping shape the future we want. Just <a target="_blank" href="https://arxiv.org/pdf/2410.19202">look at this paper</a> about how AI is helping to prebunk election misinformation.</p><p>* A side thing to watch here is where people go to follow along as results start to come in. Cable channels usually shine here, but <a target="_blank" href="https://apnews.com/article/brian-williams-amazon-election-carville-la-76da61e7d2a7a711f31c18eaf7a7538a">Amazon is doing its own Election Night special</a>, as are TikTok users like <a target="_blank" href="https://underthedesknews.substack.com/p/what-ive-been-reading-this-week">V Spehar from Under the Desk News</a>. Will people go there instead?</p><p>* <strong>The tech CEO election. </strong>A side story of this election will inevitably be the role of the tech CEO. From Zuckerberg trying to pull back on politics and news to Elon leaning in and Bezos killing the Washington Post editorial, these CEOs are now political players whether they want it or not. Podcasting and newsletter platforms - and thus their CEOs - will become more critical. These CEOs are not the enemy, nor will they save us, but we must work with them - and hold them accountable. We can lament that they operate first and foremost as a business, or we can accept that and figure out how to impact them through those incentives.</p><p>* <strong>AI isn’t as bad as feared, but this is just the start. </strong>I’m very nervous that people are going to take away from this election that AI isn’t as bad as we thought and then drop the ball going into 2026 and 2028. We need to have less fear around AI overall, but this is only the beginning of its entry into our political sphere. Over the next four years, this is another area of great opportunity to shape what these guardrails should be for how campaigns use these tools to communicate with voters.</p><p>* <strong>Panic responsibly.</strong> This is the time I created this phrase for. Anxiety, nerves, and tension are getting very high. It doesn’t help when you feel like all you can do is sit and wait. Take care of yourself. Touch grass. Drink water. Just keep in mind that now is a nerve-wracking time, and that might impact how you are reacting to things. It will be okay. We will get through this. <a target="_blank" href="https://www.panicresponsibly.com/">The merch store is here</a> if you need a t-shirt, sticker, or wine glass to remind you of this.</p><p>* <strong>Vote. </strong>The number one thing you need to do is vote. I don’t care if it is absentee, early, or in-person. Visit <a target="_blank" href="https://turbovote.org/">turbovote.org</a> for all the information you need on how to do this. I got my vote in via absentee. Ensure you are also up to speed on <a target="_blank" href="https://arxiv.org/pdf/2410.19202">how votes are counted and certified,</a> as there will likely be a lot of chaos and confusion around that. You can also <a target="_blank" href="https://www.youtube.com/watch?v=iI14BCBFWbY">watch this webinar</a> I did this week with the Aspen Institute and other experts discussing the post-election time frame. </p><p>I’m going into this final week nervous but excited. I’m anxious about what a tight election will do to us as a collective. I’m excited because I can already think of many projects I want to work on to shape this new information environment. There’s a lot of opportunity in chaos if you know how to harness it. </p><p>But we’ll have time for that later. For now, vote, tell your friends and family to vote, and take care of yourselves. And for those working on elections, whether as an official, poll worker, tech employee, journalist, researcher, campaigner, or volunteer - don’t forget, you got this.</p><p>Side note: It’s not good I’m making this a side note, but one of the things I feared would happen with the U.S. election is that it would suck all of the attention away from other global elections happening at the same time. Admittedly, I’ve fallen into that trap, but keep an eye on what is happening in <a target="_blank" href="https://www.nytimes.com/2024/10/28/world/asia/japan-election.html">Japan</a> and the country of <a target="_blank" href="https://www.youtube.com/watch?v=CdNI_DBvO6o">Georgia</a> after their elections this past weekend. Both are seeing unrest and shock by results. There were also elections in <a target="_blank" href="https://www.bbc.com/news/articles/cjr424zwv2po">Kiribati</a> (an island in the South Pacific), <a target="_blank" href="https://www.euractiv.com/section/politics/news/the-capitals-borissov-wins-bulgarian-elections-as-vote-in-favour-of-populists-surge/">Bulgaria</a> and <a target="_blank" href="https://www.reuters.com/world/americas/uruguays-moderate-election-race-bucks-trend-regional-political-divides-2024-10-27/">Uruguay</a> (which is headed to a second round). <a target="_blank" href="https://www.reuters.com/world/europe/moldovas-eu-referendum-goes-wire-after-sandu-decries-vote-meddling-2024-10-21/">Moldova’s recent election</a> on a referendum to join the EU was also a nail-biter. The name of this episode comes from some amazing swag Kate made for a conference she put on last year on the history of the Trust and Safety profession. (You know how much I love swag.)</p><p>Kate is among the foremost experts on many things, including platform governance of speech. In 2018, she wrote a paper at Harvard titled “<a target="_blank" href="https://harvardlawreview.org/print/vol-131/the-new-governors-the-people-rules-and-processes-governing-online-speech/">The New Governors: The People, Rules, and Processes Governing Online Speech,</a>” which was a first-of-its-kind behind-the-scenes look at how platforms handle content moderation.</p><p>In 2021, she wrote a piece for the New Yorker about how then-Facebook set up the Oversight Board titled, “<a target="_blank" href="https://www.newyorker.com/tech/annals-of-technology/inside-the-making-of-facebooks-supreme-court">Inside the Making of Facebook’s Supreme Court</a>.”</p><p>Recently, she has been writing on these topics at her Substack <a target="_blank" href="https://open.substack.com/pub/klonick">The Klonickles</a>. One of her pieces I cite all the time is about the <a target="_blank" href="https://klonick.substack.com/p/the-end-of-the-golden-age-of-tech">end of the golden age of tech accountability</a> where in 2023 she makes the point:</p><p>[F]or all the of the complaining we’ve done about Big Tech’s lack of cooperation with accountability, transparency, and research efforts, I unfortunately think we’ll look back on the last five years as a Golden Age of Tech Company access and cooperation.</p><p>We talk about all of this and more. Klonick's research focuses on law and technology, most recently on private platform governance of online speech. </p><p>Klonick's scholarly work has appeared in The Yale Law Journal, Harvard Law Review, The Georgetown Law Journal, the peer-reviewed Copyright Journal of the U.S.A., The Maryland Law Review, and The Southern California Law Review. Her popular press writing has appeared in the New Yorker, New York Times, The Atlantic, The Guardian, Lawfare, Slate, Vox and numerous other publications.</p><p>Professor Klonick holds an A.B. with honors from Brown University where she studied both modern American History and cognitive neuroscience, a J.D. from Georgetown University Law Center where she was a Senior Editor on the Georgetown Law Journal, and a Ph.D. in Law from Yale Law School. We’re talking about Russians, Chinese, Iranians, and other actors who want to influence the online information environment. The title of this episode comes from one of her classes she used to teach at Georgetown.</p><p>Olga is the Director of the Emerging Technologies Initiative at the Johns Hopkins School of Advanced International Studies (SAIS). She also a lecturer at the Alperovitch Institute for Cybersecurity Studies at SAIS, where she teaches a course on disinformation and influence in the digital age.</p><p>At Facebook/Meta, she led policy for countering influence operations, leading execution and development of policies on coordinated inauthentic behavior, state media capture, and hack-and-leaks within the Trust and Safety team. Prior to that, she led threat intelligence work on Russia and Eastern Europe at Facebook, identifying, tracking, and disrupting coordinated IO campaigns, and in particular, the Internet Research Agency investigations between 2017-2019.</p><p>Olga previously worked as a journalist, and her work has appeared in The Atlantic, National Journal, Inside Defense, and The Globe and Mail, among others. Their research focuses on evidence-based and data-driven reforms that meaningfully improve our elections ecosystem.</p><p>As many of you know, I was a fellow on Rachel’s team for nearly three years and one of my last acts as both a BPC and Integrity Institute fellow was to help get <a target="_blank" href="https://bipartisanpolicy.org/explainer/who-voters-trust-election-information-2024/">this survey</a> off the ground. <a target="_blank" href="https://bipartisanpolicy.org/blog/new-survey-data-election-information/">We did a similar one in 2022 as well.</a></p><p>Some of the findings include:Most Americans have confidence in the 2024 presidential election. They are more confident that votes in their community and state will be counted accurately than votes across the country. </p><p>* A majority of respondents (69%) are confident their votes will be counted accurately in the 2024 election. This includes majorities of Republicans (60% very or somewhat confident), Independents (59%), and Democrats (85%).</p><p>* Across all groups, Americans are most confident about an accurate count of votes in their community (74%). Just 64% are confident in an accurate count across the country.</p><p>* This difference is most pronounced among Republicans. Only 50% of Republicans express confidence that votes will be counted accurately at the national level compared with 66% at the local level—a gap of 16 percentage points.</p><p>* The confidence gap between local and national counting is an opportunity for voter education about how the counting and certification process works at all levels of our election system. I didn’t intend to take two full months off from the podcast, but as many of you know, I started a new job in January as the Chief Global Affairs Officer of <a target="_blank" href="https://ducoexperts.com/">Duco Experts</a> - a technology consulting firm. It has been overwhelming, in a good way, but it took me a bit to get started again with the podcast. </p><p>I’ve got some exciting guests lined up. I figure we’ll do this season through the end of May, and then I’ll re-evaluate for the rest of the year.</p><p>To kick things off, I’m excited to have Luis Lozada, the CEO of <a target="_blank" href="https://www.democracy.works/">Democracy Works</a>. You may not have heard of Democracy Works, but you likely have encountered their work. They do the painstaking work of gathering all the information about where, when, and how to vote from the thousands of election officials across the country to put it in a readable format that companies like Google, TikTok, and Anthropic currently use. </p><p>I started working with them when I was at Facebook, and we used them to power many of our U.S.-based Election Day reminders. I was invited to join the board while I was at Facebook and have now been a board member for five years.</p><p>With the explosion of AI, Democracy Works is now helping companies think through the next generation of people getting election information. This week’s question is:</p><p>This week, we are nerding out on all things digital campaigning and the platforms’ approach to elections. </p><p>First up is my interview with <a target="_blank" href="https://www.linkedin.com/in/hmakembe/">Henri Makembe</a> who is the CEO of <a target="_blank" href="https://dobigthings.today/">Do Big Things</a> - a creative services firm. Henri has a long history of digital campaigns and so we talked a little bit about how the field has evolved the last 15 years and what he’s watching as we go into 2024.</p><p>Then we turn to my conversation with <a target="_blank" href="http://hussman.unc.edu/directory/faculty/daniel-kreiss">Daniel Kreiss</a>. Daniel is at the University of North Carolina and has long studied how campaigns use technology. Thank you all for bearing with me as I get used to being a podcast host. Listening to this latest episode, I realize I use some phrases a lot - like I’m always very excited for my guest. I'm going to work on standardizing some of these things.</p><p>But this is another interesting episode — first, the fun tradeoff. This week, the question is: Would you rather read a physical copy of a book or a digital one?</p><p>First up this week is <a target="_blank" href="https://www.linkedin.com/in/theodora-skeadas/">Theo Skeadas</a>. Theo has a robust background, having worked at Twitter and in civil society and politics. Since leaving Twitter, she’s become an independent consultant, and much of her work focuses on AI. She was recently in the UK for the <a target="_blank" href="https://partnershiponai.org/">Partnership on AI</a>. We discussed that, the <a target="_blank" href="https://www.whitehouse.gov/briefing-room/statements-releases/2023/10/30/fact-sheet-president-biden-issues-executive-order-on-safe-secure-and-trustworthy-artificial-intelligence/">executive order on AI</a> from the White House and the <a target="_blank" href="https://www.nytimes.com/2023/11/01/world/europe/uk-ai-summit-sunak.html">UK AI Summit</a>.</p><p>Then we turn to <a target="_blank" href="https://en.wikipedia.org/wiki/Laetitia_Avia">Laetitia Avia</a>. Laetitia is a lawyer and former French Member of Parliament. Since leaving public office, she’s focused on digital policy in Europe and the United States. She is an Entrepreneur-in-Residence at the <a target="_blank" href="https://brown.columbia.edu/announcing-browns-2023-2024-entrepreneurs-in-residence/">Brown Institute for Media Innovation</a> at Columbia Journalism School.</p><p>For our first conversation, I wanted to talk to Diane about my current obsession with the role of news and politics on online platforms, given her experience as a journalist and a product manager.</p><p>Then, I welcome three of my favorite people who are part of the OG Facebook DC crew - <a target="_blank" href="https://www.americanprogress.org/people/conner-adam/">Adam Conner</a>, <a target="_blank" href="https://www.linkedin.com/in/brookeob1/">Brooke Oberwetter</a>, and <a target="_blank" href="https://sils.unc.edu/people/faculty/profiles/Matt-Perault">Matt Perault</a>. Two things spurred this conversation. At the beginning of this month, I was freaking out that scheduling guests was going slower than expected. He’s my guest host this week, and we open the show looking at the Supreme Court deciding to take up the Texas and Florida content moderation bills, how people should judge if platforms are doing enough on elections, and his work as Aspen.</p><p>I then chatted with Yoel Roth - the former head of trust and safety at Twitter. Technology can potentially empower people and make our democracies more responsive. Or technology can be used to manipulate and divide us.</p><p>Welcome to Impossible Tradeoffs. I’m Katie Harbath. </p><p>In this weekly podcast, we’ll talk about and analyze the most fascinating headlines. We’ll make predictions about where things are going. And we’ll talk to experts about the challenges we face and how we might look for solutions.</p><p>I’m a 20-year veteran in the technology and democracy space. I moved to DC from Wisconsin in 2003 to work on political campaigns. </p><p>In 2011, I went to Facebook, where over the course of ten years, I built teams worldwide that work with politicians and governments on using the platform to engage with constituents. I also coordinated the company's work on elections. In 2021, I created Anchor Change—a consultancy and Substack newsletter focused on the intersection of technology and democracy.</p><p>I’ve seen a lot. I’ve been in the rooms making tough decisions where you have to weigh some difficult choices. I call them impossible tradeoffs.</p><p>Our first episode jumps right in with the tsunami of elections happening in 2024. This is the first time that, in the same year as a U.S. presidential election, we’ll have elections in India, Indonesia, Ukraine, Taiwan, Mexico, the United Kingdom and the European Parliament. In total, we are tracking 65 elections across 54 countries. That is not only a huge geopolitical moment for the world but a lot of fronts to protect the integrity of elections.</p><p>In future episodes, we’ll interview experts on content moderation, how companies balance freedom of speech, and the need to protect people from harmful content. We’ll talk about the role of AI and the shifts in online political advertising. We’ll do deep dives into some countries going to elections and explore how these issues manifest themselves in those places.</p><p>A lot is going on, and I can only guarantee change. </p><p>I hope this podcast will help you make sense of these developing events, be prepared for what will happen next, and understand how these issues impact you and others around the globe. </p><p>Be sure to follow this show on your favorite podcast platform so you don’t miss a single episode.
